Grading Permit Requirements

A grading permit is required for all new developments before any grading activities are permitted to start. Grading Permit Application can be found here.

Examples of When a Grading Permit Is Required

A grading permit is required before performing most grading operations, including, but not limited to:

  • Excavation or “cut”
  • Fill
  • Clearing or grubbing
  • Stockpiling

Important Notes

  • Any project grading 0.50 cubic yards or more of soil must obtain a City Grading Permit.
  • Any project disturbing 1 acre or more must submit a Storm Water Pollution Prevention Plan (SWPPP) to the City for approval and apply for a WDID# with the State Water Resources Control Board.

Submit Civil/Grading Plans

Civil plans with grading included and/or standalone Grading Plans are required. Plans will be reviewed to ensure that construction meets safety requirements and City of Patterson standards. Grading Plans must be approved before a Grading Permit can be issued.

Bond Requirements

  • The grading bond amount is based on the total valuation of grading activities, as verified against the engineer’s estimate submitted to the City.
  • The bond must be wet-signed and notarized by both the principal and the surety.
  • A copy of the Power of Attorney and a Certificate of Authority for the State of California must be included.

  • Cash in lieu of bond may be accepted with City Engineer approval and must include a letter referencing the project name.

Fees

The permit fee is calculated based solely on the engineer’s estimated valuation of grading activities only.
